What welfare programs are available (for elderly patients on Medicare) that will help pay for dentures?

My mom is a senior citizen on Medicare. She has been told that she will need extractions and dentures, which Medicare does not cover. Does anyone know what other goverment subsidized programs are out there to help her? I know these can be very expensive and she just cannot afford them otherwise. Please help! We live in Dallas, TX area!
